Can you charge people sales tax on used cars if their legal address is in a state with out sales tax?

I just purchased a used car in california and got screwed over in many ways. They charged me 2% california sales tax for the car which ended up being $655.00! But I am a resident of New Hampshire where they do not have sales tax… so my legal residency is NH not california. Should I have been charged the tax?
