My boyfriend got a speeding ticket for 30 over. Does he need to get a lawyer?

Ok, my boyfriend got a speeding ticket in Asheville, NC for 75 in a 45. He has had one speeding ticket in the last year that he got a prayer for judgement for. He’s trying to convince me he has to pay $600 to a lawyer so he can keep his license. Is this really true???

Are used cars at a dealership already registered?
